Adverbs and adverbial phrases are lexical items, so in consonance with the LLI rule they should be accented. As Wells explains, this is what happens with descriptive adverbs (i.e. adverbs of manner), as in

Nevertheless, there are also a number of situations where final adverbials are left out of focus. I will describe the three main cases: place, time and sentence adverbials.
